 529 Plans are owned by the Account Owner.  That is the individual that opened the account.  There are held "for the benefit" of a minor for elidgeble education expenses.  The only way they are gitfted to a minor is through a Notorized Acct Transfer replacing the ownership.   This is not recommended and defeats the purpose of 529 Plans.  If you want to gift to a minor,  use a UGTM.
