Clarification on Good Moral Character questions.

Hello. I find section 10D (Good Moral Character) in the N400 application to be quite confusing.

Here is my situation: In 2004 I had to go to court and pay a fine for an expired car registration. In 2001 (while in college) I had to go to court because I threw a party where minors were drinking. I was not arrested nor did I have to pay a fine. The judge said it would not go on my permanent record. Instead I had to do a few hours of community clean up.

I'm not sure how to answer these questions. Any help would be greatly appreciated:

    15. Have you ever committed a crime or offense for which you were not arrested?
    16. Have you ever been arrested, cited, or detained by any law enforcement officer
    17. Have you ever been charged with committing any crime or offense?
    18. Have you ever been convicted of a crime or offense?
    19. Have you ever been placed in an alternative sentencing or a rehabilitative program?

My opinion for the 2 cents it's worth is that you would have to answer yes to all those questions and explain what happened.

And since the questions make a distinction between any crime and any offense I'd say that the registration thing has to be listed along with the other.
