Jack's answer is incomplete, IMO. It may or may not be a lottery as defined by your state code (you'd need to look). Just because it doesn't look like the lottery you typicallly see does not mean it isn't defined as one in the state code. But assuming that it is not a lottery, that's not the end of the matter. Typically when you offer some prize to be given away and you require a purchase to be eligible to win the prize, you are still violating the law. Generally you must offer a way for folks to enter and have an equal chance to win without buying something. I suggest you see a local business law attorney and run by him/her your exact plans to find out what you must do to meet the legal requirements.
